“非洲法律事务中心”是由中非工业合作发展论坛与京都律师事务所共同组建，致力于为中国企业对非投资提供法律支持，帮助企业规避投资风险，平稳发展，进而推动中非经贸健康发展。
　　The “Africa Legal Affairs Center” has been jointly founded by the “China Africa Industrial Forum” and King and Capital, aiming to offer legal support to Chinese enterprises investing in Africa, helping them to avoid related business risks and develop steadily, and to promote China-Africa trade to a rapid and healthily-developing level.

　　（一）成立背景

　　2000年10月，中非合作论坛第一届部长级会议召开，标志中非关系达到全新的历史高度。中非之间政治领域的发展，推动经贸合作取得重大突破。2011年，中非贸易额达到1663亿美元，同时，非洲成为中国海外投资的主要目的地。中国企业对非投资面临新的历史机遇。但是，由于中国与非洲各国在政治、经济、军事、社会、风俗等方面的差异，导致中国企业对非投资存在诸多风险及不确定因素。为了帮助中国企业了解非洲，规避投资风险，在中非合作的大背景下，中非工业合作发展论坛与京都律师事务所共同发起成立 “非洲法律事务中心”。
　　Establishment Background
　　The first Ministerial Conference of the Forum on China-Africa Cooperation was held in October, 2000, representing the achievement of a new level of relationship between China and Africa. With the improvement in political relationships, trade and business between the two regions has developed considerably. In 2011, the trade volume between China and Africa has raised to USD 166.3 billion. At the same time, the African market has become the main target for Chinese overseas investments, which leads Chinese enterprises to see the African continent as a new land of opportunities. However, due to differences in politics, economies, military affairs, social relationships and traditions among the two regions, indeterminacies and risks also exist which both Chinese and African enterprises need to face. In order to assist those enterprises to avoid investment risks, China Africa Industrial Forum and King and Capital Law Firm have decided to establish "Africa Legal Affairs Center" to enhance cooperation between China and Africa.

　　投资结构与商业模式的法律论证和法律审慎调查；
　　代理客户投资、贸易谈判，起草和制定各种相关法律文件；
　　代理客户进行国际仲裁及诉讼；
　　根据客户需求，组织投资目的地国驻华使领馆官员及各届专家进行投资风险论证；
　　为中国和非洲投资者提供经贸合作、文化交流的合作机会。

　　2. Analyzing laws and regulations relating to investment policies;
　　3. Acting for clients in dealing with domestic examination and approval procedures on overseas investment;
　　4. Offering legal proofs and analysis on investment structures and business models;
　　5. Acting for clients to negotiate and draft all relevant legal documents;
　　6. Acting for clients in international litigation and arbitration.
　　7. Organizing and gathering foreign ambassadors and experts to discuss and to analyse the relevant investment risks at the request of clients.

　　任继圣，著名国际法专家。曾经担任中国国际经济贸易仲裁委员会副主席，中华全国律师协会会长，国际律师协会理事；曾任中国法律服务（香港）有限公司董事长、总经理，中国法律事务中心主任等职。
　　田文昌，京都律师事务所创始人、主任。著名律师。中华全国律师协会刑事业务委员会主任，政法大学、北京大学、清华大学、人民大学、西北政法大学等著名高校的兼职教授，美国刑事辩护律师协会“终身荣誉会员”。
